Two Extremes — and Where Korea Actually Lands

Bahrain packs 2,092 people into every square kilometer. Australia has 3.6. That's the spread between the densest and least dense of the 53 countries WhatsThePop tracks — a gap of more than 580 times.

The country sitting at #2, right behind Bahrain, is an odd one: not India, not the Netherlands, but South Korea, at 516 people per km². Korea's land area — about 100,000 km² — isn't unusually small within this dataset, which makes that ranking harder to explain away. This report starts at the two extremes, checks why 'average density' misleads for countries like Egypt and Canada, and then traces Korea's 516 back to what it actually is: a Seoul story. Once Seoul's own density is placed next to Tokyo, New York, and Paris, the ranking shifts again.

Top of the List: Small Countries, and Countries That Aren't Small

Split the top 15 by density and two distinct groups emerge. One is countries whose land area is small enough that high density is almost inevitable: #1 Bahrain (2,092/km², 765 km²), #9 Qatar (257/km², 11,586 km²), and #15 Andorra (177/km², 468 km²) all sit well below this dataset's average land area.

The other group is the interesting one — countries with plenty of land that still rank near the top. #2 South Korea (516/km², 100,210 km²), #3 India (445/km²), #4 Netherlands (432/km²), #5 Philippines (341/km²), #6 Japan (326/km²), #7 Vietnam (307/km²), and #8 the UK (286/km²) all fall here, along with everything from #10 Dominican Republic through #14 Italy. Among countries with a mid-sized land area for this dataset, Korea is the only one that lands at #2 overall. India's rank is explained by sheer population size; the Netherlands' by a small footprint. Korea has neither excuse.

The Bottom of the List, and Egypt: Where 'Average' Lies Hardest

The four least dense countries, in ascending order, are Australia (3.59/km²), Guyana (3.78/km²), Iceland (3.81/km²), and Canada (4.17/km²). All four have a lot of land, but the reason differs. Australia (87.7% urbanized), Iceland (94.2%), and Canada (82.9%) all have urbanization rates above this dataset's average — most residents cluster along coastlines or in a handful of cities, while the rest of the land is desert, ice, or tundra that's barely inhabited. Guyana breaks the pattern: its urbanization rate is a comparatively low 27.2%. Its low density isn't about urban clustering — it's that most of the population sits on a narrow strip of Atlantic coastal lowland, while the country's interior rainforest remains largely undeveloped. Four countries, four very different reasons for the same low number.

The starker case, though, isn't at the bottom — it's #23 Egypt, sitting at a seemingly unremarkable 118/km². Its urbanization rate is a comparatively low 42.9%, but almost all of that population is packed into the narrow band of the Nile Valley, since most of the country is desert. A mid-table average like 118 reads as 'moderately spread out.' Recalculate using only the land people actually live on, and Egypt becomes one of the densest inhabited strips on Earth. A number that's neither high nor low could never have predicted that.

Why Korea Ranks 2nd: A National Average That's Really a Seoul Story

Korea's average of 516/km² suggests a population spread evenly across the country. The reality is close to the opposite. As of December 2023, 50.7% of Korea's entire population lived in the Seoul Capital Area — Seoul, Incheon, and Gyeonggi Province combined (Ministry of the Interior and Safety resident registration data, via The Korea Herald) — a region that makes up less than 12% of the country's land.

Korea's urbanization rate, 81.2%, is actually lower than Japan's 92.3%. Yet Korea's overall density (516/km²) is far higher than Japan's (326/km²). A smaller share of the population living in cities, combined with a higher overall density, only works if that urban population is squeezed into a much smaller area — in Korea's case, essentially one metro region. About 70% of Korea's land is mountainous, which narrows the habitable flatland to begin with; concentrate the population further around Seoul within that narrow band, and 516/km² is the result.

Zooming Into Seoul Itself: Tokyo, New York, Paris

Everything from here is outside WhatsThePop's 53-country dataset. City-level population and area figures come from different agencies, different administrative definitions, and different survey dates in every country, so they don't line up as cleanly as the country-level comparisons above. The figures below use each city's official administrative population divided by its official administrative area — commonly called 'city proper' — with the source and date noted for each.

Seoul (roughly 9.6 million people, 605.2 km²) comes out to 15,828 people per km² as of late 2025 — 30.7 times Korea's national average. Compared with other cities, though, Seoul isn't the world's densest. Manila proper reaches 44,370/km² (2024), nearly three times Seoul's figure, and both Paris (20,983/km², 2024) and Mumbai (roughly 20,000–26,000/km², estimates vary) also outrank it.

Other cities are far roomier than Seoul. New York City (all five boroughs, 11,314/km², 2020 Census) sits at about 71% of Seoul's density, and Greater London (5,782/km², 2024) is just over a third of it. The most striking comparison is Tokyo's 23 special wards: 15,742/km² as of January 2024 — just 86 people, or 0.5%, off from Seoul. Two capitals in two different countries landed at nearly the same number, almost by coincidence.

A Ranking That Shifts With the Definition

Every city density figure here uses official administrative boundaries. Redefine 'city' as the continuously built-up urban area instead, and the ranking moves again — cities like Dhaka, Bangladesh and Mumbai, India climb well above Seoul and Tokyo under that measure, while Tokyo's built-up area is so sprawling that its density can come out lower than its 23-ward figure alone. There's no single correct way to measure how dense a city is.
